Changing Group expanded state in Layer Themes

Often times a layer group is created for someone, and on their Layer Theme they want it expanded by default.  Other folks might see that layer group, and want it added to their own Layer Theme, but they want it closed.  It would be nice to have the ability to set this, or over-ride the default for a given Layer Theme.
