Panning and Zooming Problem

We have a HTML5 viewer for mobile and tablet set up which works well on iPad and 'some' Android devices.  However, on some devices the pan/zoom function by touching the screen doesn't work. Some of the devices that don't work include Samsung S3 (Android), Samsung smart PC (Windows 8), Asus (Android).

Doesn't seem to be related to the browser - we've tried Chrome/Firefox etc. Google Maps works on the same devices we've tested.

Any ideas as to what we might be doing wrong?

  We have noticed the same thing. With a LG Nexus with Android 4.2.2.

  Which version(s) of the HTML5 viewer are you using?

  I've experienced this with the built in Android browser (S3).  Switching to Chrome fixed it.  It also seems to be an issue if the entire HTML5 application hasn't loaded.
