Tablet view in Safari on iPad issue

My tablet view of the html viewer is not fitting cleanly into the vertical space in Safari on an ipad when viewing in landscape mode.  It starts out cutting off the bottom of the screen, or if you grab the banner and push it up, you loose part of the top of the screen.  It is fine on Chrome in the ipad, just safari.  I assume it is a css issue somewhere.  Here is a screenshot.

  As a follow-up to this, I have found that it seems to be related to iOS7 safari display.  I was able to test on an older iOS5/6 version and it displays as desired in safari on older versions.

  +1 Same thing happening here on iPads 10inch and minis.
