Zoom to visible scale | Zoom out extend greyed out

Hi

The 'Zoom to visible scale | Zoom out extent' greyed out on my map services...

 

They are available on individual map layers and even grouped layers within the service, just not at the actual service level.. Eg:

 

(/customer/servlet/servlet.FileDownload?file=00P6000000e88XnEAI) /customer/servlet/servlet.FileDownload?file=00P6000000e88XnEAI

 

The extent and visible scales at the service level are greyed out, even though there is data in the service, switched on, out of the current visible Scale range etc..

 

Any ideas anyone?
