Add Map Layer configuration

When I add a map service using the 'Add Map Layer' tool, the layer is added to the top of the table of contents.

Is there any configuration available so that these layers are added to the end of the table of contents?

  ...Also I had a look at the Admin and Dev guide, pg 122 onwards and it shows how to configure User Layer Addition tab.

  I still get 0 results when I add a map service into the "Add map layer" box.

   

  Any suggestions?
