Editing permission based on particular “study area”,
I’m wondering if there is a way to limit editing permission granted to a particular user base on a study area.
For example, my institution is working at the national scale where data of 11 districts is edited. What I need is to grant editing permissions for 11 users but to limit this editing based on the boundary of their districts such that each user is able to edit data inside his\her district and lose this permission outside.
Is this possible?

Permissions by location are not supported by ArcGIS Server or GeoCortex.
ArcGIS Server 10.1 supports ownership-based access control http://resources.arcgis.com/en/help/main/10.1/index.html#//0154000004n9000000 but I do not think Essentials suppports this.
As a workaround you can split your data in 11 separate layers and authorize an user for a specific layer.

It is a need at my work environment as I need to grant permission based on the border of districts (we have 11 districts). Also, I need editing to be applied on the same feature class without splitting them into 11 feature classes.
