Default Legend instead of Layer List

For the html5 viewer is it possible to configure such that when a user clicks on the layer icon, they see the legend by default? Currently, the default is the layer list.

  If you go into the Desktop.json code, you can go to the "ModuleName":Legend and change "visible": false, to "visible": true. This will pull up the Legend first.
