3.15.1 and GeoRSS issues

Having issues with 3.15.1 and GeoRSS still.

I thought 3.15.1 was supposed to fix this problem??

The following URL loads fine into the map.  But then gives the error below.  Ideas?  I'm assuming it's the question mark.

http://<server>/companyfeed.aspx?company=QFRS&mode=Reports&filter=false&max=50

The following key-value pair in the connection string was formatted incorrectly: "url=http://<server>/companyfeed.aspx?company=QFRS&mode=Reports&filter=false&max=50".
