map tip hyperlink using uri of static data on network disc

I have a project where the user would like a photo to show up in the map tip for feature.  I can get an "http" addresses photo to work great.  I am having problems with a uri to a network location.  My question is, does GE support displaying a photo with a uri instead a url?  Has anyone tried something like this and had it work.  your experience would be appreciated.
