Bug: Override Minimum Scale

I have a scale set on my photography in manager (Override Minimum Scale:38400).  It works fine in Silverlight but not in the HTML5 viewer.  Has anyone else had this issue?  Is it a bug?

  Yes, I am seeing same behavior (GE 4.2, HTML5 Viewer 2.2.1), at least when the layers in question are ESRI ArcGIS online basemaps, have not tested with other map services.

  +1, we're seeing the same thing with our own esri basemap services on HTML5 v2.3.2 and GE v4.2.1. The override values don't appear to be honoured in the HTML5 viewer but they work fine in the Silverlight viewer, as noted above.
