Add button to DataRegion

One of our clients requires a button that starts a workflow, somewhere on the page, but preferably at the top of the DataRegion. Is there a way to do that? Adding a command to the I Want To menu is overkill in this case, because this is a very basic application that has only a single command. In fact, the I Want To menu is not visible at all, nor is the toolbar.

Putting it on the Home panel would be an option, but then it would not be visible when the results view is shown.
