Cascading Combo Boxes

I am trying to create a simple three combo box workflow to select a lot and concession based on Township.

ComboBox1 - Township (items added through design form)

ComboBox2 - Lot (where Township={1:ComboBox1})

ComboBox3 - Concession (where Township={1:ComboBox1} and Lot={1:ComboBox2})

Is this syntax correct for using the Cascading comboboxes?

No values are appearing in ComboBoxes 2 and 3 when I select a value from 1.

Any help would be greatly appreciated.  I am a beginner developer and am unable to find documentation to help me through the next piece in this task.
