Remove Map Service Behavior

Something I found when interacting with the Remove Map Service activity and its behavior in the HTML5 viewer.

It indeed does shut/remove the map service from the application, but it remains in the layer list. Turning those map services off/on yields no results. It seems like if the map service was removed, it should not show up in the layer's list.
