Report Resolution Tab - Essentials 4.1.2

I have two very similar reports, which both use data linking and both contain subreports.

When I access one report, there's a details, map scales, resolutions and text field tabs.

While the other report doesn't contain any of these tabs???

What activates the 4x additional tabs in the edit report environment? What characteristics of the second report disable these tabs?
