Dynamic Symbolization not being disabled

I have a map service in one of my sites that has dynamic symbolization off by default (DefaultAllowSymbolization="false"). I've turned it on for some of the layers in the map service, but not others. However, in the GVS, even the layers that have dynamic symbolization turned off (AllowSymbolization="false") have the option to change the symbolization.  I also tested adding the map service to a new site and just setting  DefaultAllowSymbolization="false" and not turning it on for any of the layers with the same result.

Is this a bug?

This is in GE 4.1.2 and the GVS 2.2. Thanks to anyone who has advice!
