Copy Parallel by Distance

Staff from our Building Services division have requested the ability to draw in a proposed building. But they want to be able to use

existing parcel boundaries as a source of a parallel line, as well as, be able to key in a distance to copy that line to.

If they were able to draw in the four lines, they'd be able to plot the location of this proposed building.

Any ideas on how this can be achieved?
