GE 4.2.1 + GV 2.3.1: “layer themes” issue is not fixed in 4.2.1 with 2.3.1,

Despite the fact that this issue is reported as bug and scheduled to be fixed, still, it doen’t work properly

For example, once a layer theme is set, the default theme (“All available Layers”) is affected and doesn’t display what is supposed to do.

What might be the issue here?
