Scale Bar creation help!

So I had started with the basic print template sample and I wanted to get rid of the part of the scale before 0.  I tried creating one myself and it was just one value...  So then I copy/pasted the old one back and tried manuvering the numbers around.  I moved the 0 to the beginning but now all of the distance values are reporting the same value except the end one (which I believe is incorrect).  How does the distance value even know where it sits on that bar anyways?  I am lost on how to create one because the help documents are worthless. 

I notived on another post (back in 2012) that the scale bar was incorrect anyways but I am not using web mercator in any of my applications (its all UTM), so is the scale bar still reading web mercator regardless?  I am using my own imagery and everything in UTMs, no ESRI or Bing imagery to ensure my maps stay in UTM.
