Display Form buttons at the top

In a workflow we use a DisplayForm for a data download tool which has many layers that the user can select and hence the form is very long.  The form's buttons are right at the bottom and the user needs to scroll all the way down to find them.

It would be helpful, particularly for long scrolling forms, if the buttons could optionally be at the top where they are clearly visible and accessible to the user.
