Essentials 4.3: map not reordering base on layer list

Essentials 4.3: Changes in the layer list display order in manager is not being reflected correctly in the viewer (Silverlight 2.3).  Any thoughts?

  We are experiencing the same thing.  Most of our maps have to be rebuilt to work around a lot of the upgrade issues.  I noticed that the Map Services tab and Layer List Tab must be edited to refelct changes, not just making changes in one or the other.  Our layer list vs legend seemed to be ok overnight, like some kind of cache it was seeing.
