Major Issues with Layer List

Having major issues with Layer list this morning..

I have a group layer which is set to be off both in essentials manager and in the site.xml.  Yet when we open the viewer it is on.

 

Any ideas???

 

If this is a bug it needs to be fixed ASAP.

  If this is with 4.2 I suggest you make frequent use of the "Reset".   Our site is pretty complicated with multiple levels of inheritence.  I tend to work at the bottom levels and then check that each level above has not gotten goofed up.   Checking in essentials, HTML5 and Silverlight.   If there is an issue I reset and reconfigure.   There have been times where I see different things in essentials from what I see in HTML5 from what I see in Silverlight.   There are also some arrangements of layers from multiple map services that tend to always break things, so I avoid those.

  We are using the latest patch version of 4.2.1.
