4.2.1+2.3.1: The Geocortex manager preview fails to show layers in order,

Despite the fact that the Geocortex applications show the layers as expected and as they are set in the Manger, the manager itself fails to show these layers in order.

For example:

The manager preview box shows the last layer on top of the one before!

is this a bug? it is used to work fine before the 4.2
