Tiled services issues

Howdy,

We have found that in our viewers (HTML5 2.2 and also HTML5 2.3, running GE 4.2) that the identify and map tips functions are very buggy.

If the tiled service is not visible by default, you can not use identify or map tips once the user turns it on in the viewer.

If the tiled service is on by default, then the tools work fine.

This is very frustrating, as we can't have all the tiled layers on by default.

Any one else notice this?

  Upgrading to HTML5 2.3.2 did not fix the issue.

  Unable to identify or use map tips unless the tiled services are visible when the viewer loads.

  Is anyone else experiencing this?
