Offline Mode in GVH fails to display the basemaps

Trying to set GVH to be available offline when there is no internet access, I have installed "Geocortex mobile app formwork for windows".

Now I am following the procedure which is explained by the below screenshots.

I’m working in Geocortex offline and while I still have an access to the internet. It works fine.

Then I disconnect the internet form my Pc while I’m still working in the offline mode, the expected behavior is that I can still view the base maps and the feature services without any problem, but the result shown in the below screenshot.

I can view the cached feature map and the last extent for the screen before the internet was disconnected.

What might be the issue here?
