Map Projection and scale bar

I have been playing around with map projections.  I needed a projection that measured distance so I used the WKID = 102010.  The put the WKID in the boxes as shown in the first picture.

Now in the viewer when I put the "measure tool" next to the scale bar I get this

/customer/servlet/servlet.FileDownload?file=00P6000000eltywEAA

Not correct.....

I was wondering if there is a way to make the scale reference the WKID number that I input.  This is very misleading when try to input data onto a may referencing the map scale.
