Map tips on but unselect

I want a layer to be in the maptips tool.  So the user can turn it on or off.  But I want it to be defaulted to off for this certain layer.  Is there a way to do this.  Currenlty I check the box for maptips on the layer.  Then I have to go into the tool in the silverlight viewer and uncheck it.

  There is no default setting for enabling map tips but having them off by default. There are a few map tip commands, but unfortunately none of them does what you're looking to do.
