Upload CSV File and Read it

Hi,

Can I have a button in workflow form to open dialog to browse CSV file and then can I read records from CSV file?

  I underestand I can use FilePicker to get a CSV file, can anyone help me to underestand how I can read records from csv file in workflow? Thanks.
