Displaying the classes of a layer in Geocortex even when it is turned off

Is there any method to display the classes of a layer even if its turned off in the geocortex manger? I have the an mxd file publish in the shown situation “ Both the classes of UrabnMasterPlan_approved and UrabnMasterPlan_Objection” are displayed./customer/servlet/servlet.FileDownload?file=00P6000000eluBqEAI

Now when I add the map service to geocortex, I need the approved master palns to be turned on by default and the objection turned off by default

/customer/servlet/servlet.FileDownload?file=00P6000000elzYdEAI

Now I need the classes of the UrabnMasterPlan_Objection to be shown just like the UrabnMasterPlan_approved

 I really need  to let end user see the classes of the layer without the need to click  on it to show thae classes, and to have the same layer situation as the following screenshot
