Group Layer Swatches

The image below is showing a sample of the mapservice. In the image, there is a single symbol called Fire Effects Monitoring Plots that has a second label next to the actual point symbol titled 2005. There is also a second layer called Fuel Model containing multiple symbols with labels. Each symbol has its own label similar to the Fire Effects Monitoring Plots - 2005 label.

When this map service is brought into the Geocortex Site, the single symbology with a secondary label next to the actual symbol is lost. The Fire Effects Monitoring Plots - 2005 label is no longer present within the Geocortex viewer (Silverlight|HTML).

It seems as though a single swatch should be able to retain the label next to the symbol just as the multiple symbol swatches retain their adjacent labels within Geocortex.

Is this behavior in Geocortex by design?
