Layer Themes and Base Layers
I have created 2 layer themes that display only vector data (as does the default). The map loads with no base layers on by default. If I turn a base layer on it displays. Great. Then I select my default layer theme which should mean that only the appropriate vector data will be displayed but the base map does not turn off. When selected, my other layer themnes display only the appropriate vector data. How can I make the default theme honour the initial layer settings (i.e. no base maps on) as it is supposed to?

Unfortunately I don't have a solution, but I can confirm this is happening to me too.
I have a series of base maps in a layer list folder. They're also part of a base map group so they can use the slider. When I switch layer themes it activates the first base map in that folder group even though I don't have it set to be visible. It remains visible as I toggle back and forth between layer themes.
Interestingly, if I set up the layer theme to include only one of the basemaps in group, then it doesn't become visible when I switch to that theme. However, when I switch back to the default theme with all of the base map in the group, then it turns on.
