Basemapping Projections

I am having a problem with basemapping. I have added services to my site which are in State Plane Co-ords. I need them to stay that way (client needs x/y displayed in state plane). When I add any ArcGIS Online Map Service Basemapping (world imagery, world topo map, etc etc), it does not load in my map. It views fine in the map pane of the essentials manager, but fails when loaded on the site.

Now Ive seen the documentation in Admin Guide 4.2 - section 10.6, and I have therefore configured my WMTS (open street map) to not appear at the botom of the service list, and therefore it loads into my map. I have also changed the service type on my ArcGIS server REST (map service) layers to Dynamic, in the hope that it will maybe transform as per the other layers in the map. This doesnt work.

Does anyone else suffer from this problem???
