maptips for graphic layers

is there a way to configure maptips for a graphic layer in a workflow or otherwise?

  Hi Brian and Jeff,

   

  I am afraid this is still not possible.

   

  It is a feature request (GE-8538) but it has not been implemented and there is no schedule to implement it at this point.
