Coded domain default value not honored/used

Anyone had this issue?

GE 4.3, HTML 2.4

Feature service (which is on SDE db 10.1 published on 10.2.1 Server)

Coded domains and the default value of 0 work in ArcGIS all day long. 

But HTML viewer, the value that appears when first adding a feature is the first coded domain in the list (as I added them at the GDB level) :

WRong:

/customer/servlet/servlet.FileDownload?file=00P6000000elthMEAQ

But should show this (default values):

/customer/servlet/servlet.FileDownload?file=00P6000000elzIpEAI

I *could* change all my domains so that the default value is listed first to achieve the "look" of the above.  The problem in either case is that if the value IS what is displayed by default, the application won't take that value until I change it to something else, then change it back. 

In other words, in the first image, suppose all the values are supposed to be what you see.  When I click save to save these values, it is as though nothing was entered and will not default to the default value.

I have noticed in the REST service (JSON), that there is no default value listed. (searching ESRI forum for this too).

If anyone has run into this, please let me know.  I am not sure which support to call. We have very limited hours left with Geocortex.
