Print map, layers missing when using tiled mapservices

When I print a map using the printmap activity in a workflow or the "Print" button in the toolbar it doesnt display the map correctly. It seems to be something with the mapscale not matching any of the scales in the tiled map service. If i set the scale manually to one one of the scales in the tiled map service it shows the map correctly.

GC 4.31. Both silverlight and HTML5.

It worked fine in GC 4.2.

Is this a bug?
