    Have you tried changing your Mask -> Halo -> Symbol - 255, 255, 253?

    In your second image, it is in a white background so the halo looks OK.  We invert the colors of text over the Aerial image. In the image below we made the text white and the halo gray.

    Thank you Jim, it is one of the solution, but I couldn't use the same color for all the layers !!!!! before the upgrade it was working perfectly.

    I wonder if there is a way to remove the white background !!!

    So I have seen this type of white pixels appear around text before and the way I have addressed it was through adjusting  the text anti-aliasing settings for the map service through the ArcGIS Server Manager, rather than through Geocortex. I think that my solution was to set the text anti-aliasing setting to "None" instead of "Force" or "Normal", but now I can't remember fpr sure so you may need to try out the others as well....).  Note that this may help with some labels, but perhaps not others...and may depend on the fonts being used.

    When text-anti-aliasing is enabled, my understanding is that it tries to smooth the edges of the text and from what I have seen this ends up creating these little non-transparent white pixels around some of edges.

    Alternately you could also go with Jim's suggestion but you don't need to make the halos all the same color. I sometimes will make a halo that is lighter version of the same color I am using for font.  So in your example with the violet color font I would try using a very light violet or pink for halo.

    So initially my response was going to be that I don't think that this could be related to Geocortex upgrade in any way and must just be something in map service settings, ..but if you are sure that this was not an issue before the upgrade, then one other thought I had would be to look to see if there was any change in the image type being used for the map service in Geocortex (I think the default is PNG32, but perhaps something was changed):
