Layer Default Visibility

We are running Essentials 4.3 and GVH 2.4   I've noticed that the visibility of layers within a group is not honored unless the group is turned on.  By default, I'd like the group off with a few layers defaulted to on so that if a user turns on the group, those layers become visible without having to turn them on individually.  Has anyone else run across this?
