    I had not expected, but was glad to see this feature when I upgraded to 2.7. All keen to implement, I quickly realized I cannot use it. Reason is my sites use multiple map services, and to avoid labels from one service overlapping those of another, some time ago I disabled labels for every layer in every map service, moving labelling to a separate label map service, in which each labelled layer is there with labels on, but with no symbology applied. I handle labelling by grouping each label layer with its target layer in the layer list, so that by the user turning on such a group, the label comes on, too. To turn labels off for a layer, the user can open the layer's group and uncheck the label layer within it.

    So what I need to find a way to do is make the new label capability toggle the corresponding label layer rather than toggling the labelling of the current layer. I'm hoping someone has a solution they will share. Thanks!

    You can also control this in your ArcGIS Server. Go to your Service\Capabilities\Mapping and check on "Allow per request modification of layer order and symbology".
