Base Map Picker Disappears in Layer Theme

I use the Layer Themes as my basemap switcher.  Make sure the basemap layers are all checked on in the Map view.  Layer Function is set to BaseMap.  Then under Layer Themes, create a new theme for the basemap.  Turn on the desired basemap and turn off the undesired ones.  I choose not to show the "All Layers" theme and make the Imagery Layer theme my default.

Your baseman layers should be available to turn on or off in the layer themes editor dialog, just like any other layer... Sounds like they are all turned off...

Okay.  So in my All Available Layers (Default) theme, all of my Base Maps are excluded from the TOC since I have a Base Map Swithcer widget in my map.  The Base Map Switcher displays, plus it includes a Time Slider for my Aerials Base Map Group for multiple years of imagery.

In order for the Base Map layers to be available for Layer Theme editing, I MUST include them in my All Available Layers TOC.  So I do.

Now I get Base Map options in my Layer Theme editor, but now I have to display my Base Map layers in my TOC (which I didn't have to do before).  Plus, when I choose any Layer Theme other than the default, the Aerials Base Map Group (with the Time Slider) is NOT displayed, but one of the the aerial image layers shows up under an incorrect Base Map layer name (i.e. the Aerial images for 2012 show up in the Base Map Switcher as Greyscale, the next layer down in the list below the Aerials, etc.)

There is something inherently wrong with this whole arrangement.  I should not have to display layers in my TOC in order to be able to include or exclude them in Layer Theme editing, since I don't have to do this for the All Available Layers theme.  This seems to make the entire purpose of layer themes unworkable, since I don't want to have to display certain layers in certain themes.  I don't want to display my Base Map layers in my TOC at all .

That's why I have a Base Map Switcher.  And Layer Themes.  The two should not be dependent on each other for one theme when they are not dependent on each other for another.

    I say BUG.

    SO -

I removed the Layer Themes I had created when my Base Maps were not included in my All Available Layers and recreated them after I had added the Base Maps back to my TOC.

Now the Base Map layers, and the Base Map Group for Aerials, display correctly in the new Layer Themes.

Do I dare remove the Base Map layers from the TOC again?

    Hmmmm.

I'm having a similar issue where I copied my site and then removed the layer themes. I have my base maps (air photos from different years) in a single folder, and now the first base map won't display even though it's set to be visible. I have to turn it on in my viewer, and then the base map slider will appear. If I move the base maps out of the folder, the default visibility is respected, but then my layer list is clunky because I can't collapse them all into a single folder.
