Change layer theme with tab selection

I have a tab on my site that has a specific layer theme that is associated with it. I would like the layer theme to automatically switch when that tab is selected by the user.

I have tried adding the "command" and "commandParameter" commands to switch the layer theme or to run a workflow to the toolbarGroup in the Desktop.json.js file, but that does not seem to work.

Is what I am trying to accomplish possible?
