Generate resizeableble unit/division specific scale bar in print templates and adjust for latitude from web mercator.

Right now the scale bar in Print templates must be generated at a certain size and then the actual distances are added, most often as odd numbers because they are forced to fit to the scale bar.  Can we not generate a scale and specify units and divisions and have the scale bar generated from these.  It would make the maps look much more professional. Also a simple option to adjust scaling units by latititude or even better, WKID, would be great too!
