In HTML5 viewer, suppress the map tips dialog when there are no map tips set up on any layers (GVH-8994)
CompletedIn the HTML5 Viewer 2.5.2, if you have no map tips set up on any layer, if you click on the map it pops up the map tips dialog box, saying "No results". (I think this only happens if you don't have any sticky tool set).
The logic should be tightened up so that in this situation, the dialog is supressed. It serves no purpose, involves a button click to close it, and might confuse the user.

Also, if you do have map tips set up for a layer, the map tips dialog should respect the scale ranges for that layer. Currently if you have map tips turned on for a layer that isn't displayed due to being outside the scale range, it reports "No results". It would be better to turn off map tips in this situation. 0 -
Can we remove the "No results" window altogether? It isn't necessary - the lack of a popped-up map tip is a clear indicator of no results. 0 -
To clarify, I still want map tips to work on the layers where I have configured them. For any that haven't been configured - nix the no results window. Thanks! 0 -

Also, for layers with map tips, if there's a delay in displaying the map tip results (e.g. spatial view layer with many records) "No results" displays in the map tip window initially before the results are returned. A "...loading results" indicator should display, as it does for Identify. 0 -
