Overview Map on Print Template - scale way off

I've got a print template with an overview map frame that works as expected when I use our own data in the overview map. However, when I use the ESRI world topo base map instead (which is what I want to use) the overview map in the printed map is zoomed way out and just shows a red dot. I'm using the ESRI world topo base map in my main map also with no issue.
