Enable Shared Use of Instant Search Index Across Instances

Since the introduction of Geocortex Core, it is no longer possible to share an Instant Search index across Essentials instances. In the case of our county, that means every instance that wants to enable instant search on parcels needs to have an extra 19GB on each server to do duplicative indexing and all will be crawling the same database for updates.

I imagine there are many distributed environments using centralized data that would benefit from index-sharing.
