Is there a way to only  label selected feature?

  Yes this is possible using the Update Graphics Layer activity in a workflow. You can create a renderer to label only the selected features.

  is there a callout function to html viewer?  I want to lable an address with box and light background color so the address name is visible when aerial photo is the backdrop of the map.
