Limit Geocoder Results to a Configured Spatial Extent

Allow site administrator to configure a spatial extent that a geocoder's results are limited by.  This could be by the site's full extent, the sites initial view, the users current extent, or that of a specific layer in the site.
Example: When using ESRI's World Geocoder the user recieves results from way outside the sites extent, often times in other states or countries, so it would be nice to limit it the a chosen/configured area of interest.

Currently in GE in the GIS Services/Geocoding configuration page you can set the default parameter input for Street, City, Zip, but what if the geocode area crosses multiple cities' or zips?
