Print Basemap at scales larger than 1:1128

Print templates from Report Builder/Print Map function will print a basemap at a scale between the cached tile scales, i.e. 1:2400 (even if not being drawn in the viewer), but will not print a basemap at a scale larger than 1:1128 (even if it is being displayed/drawn in the viewer).  Print map function should print basemaps or cached layers at scales larger than 1:1128.  Right now the maps print with operational/dynamic layers on top of white.

Those scales outside the standard webmapping ones are only available to zoom to if a cached layer or basemap has been added to the site with scales not corrosponding with those standard cache scales.
