iframe link from map tip

I want to embed a map into an iframe on a page that when a link is clicked in the map tip, that link causes the source on another iframe on the same page to change. Is this possible just by using a link like this:

 

<a href="BottomNav.htm#Residential" title="Residential" target="bottomNav">CLICK TO VIEW ZONING BY-LAW TEXT</a>

 

Any help to get me started in the right direction would be appreciated.
