    That looks like an aliasing problem. Try changing the text anti-aliasing setting of your service to Force (this will negatively affect performance, but it's hard to say how much).

    So why not use halos?  I use them on all labels, since you don't know what the user will select to have underneath, and any single color will look bad with some backgrounds...  The only issue is to make sure that you set the halo color to something that is not pure white, since that is turned to invisible.  I would try something like 250,250,250 - looks white abd stays around.  Sometimes if my labels are something other than black, I would use a similar but lighter shade of the label (Red label, Pink halo).

    Interestingly, the image format for the map service (under display settings in manager) wasn't set so I changed to png32 and voila! I was also able to change the text anti aliasing property back to normal.

    Image format was my next suggestion, but you beat me to it!

     

    We typically set it to PNG32 for all our 'important' services right off the bat.

    I might try playing with halos, Mike. These won't display over top of orthos very well but I'm happy they're at least legible now! I may end up with 2 different map layers so users can choose halos or not depending on what it is they need to display on the map. Thanks for the suggestion!

    There is probably a performance hit for halos, but shouldn't be noticeable for smaller targeted sites. If you use halos, they will work for all, and you will just need the one layer. Take a look...
