    Hi Michael,

     

    The best way to investigate an issue like this is with a tool like Fiddler (http://www.telerik.com/fiddler/fiddlercap).  Using Fiddler you can view the requests to the ArcGIS server and the responses from it.  This will confirm if the request is the issue (Geocortex) or the response is the issue (ArcGIS).  

     

    Feel free to submit a support ticket if you would like assistance obtaining or interpreting the Fiddler capture.
