Have precedence="AllowBeforeDeny" available from the Admin screen (GE-8195)

Currently aministrators are required to go to the underlying XML to apply precedence="AllowBeforeDeny". It would be useful to have this capability in GeoCortex Manager.

  The team lead has indicated that there are no plans to implement this feature currently.
